    Welcome

Every year I search for the right words to capture what makes Santa Ana unlike anywhere else in Orange County. This year, the answer was right in front of us all along — it's in the people who show up every single day to build something better.

Santa Ana is the philanthropic heart of Orange County. Not just because of the remarkable number of non-profit organizations headquartered here — though the scale is genuinely extraordinary. Not just because our city is home to some of the most innovative, mission-driven institutions in the state. But because of the people. The volunteers who show up every Saturday morning. The promotoras who walk door to door in the summer heat delivering health education. The case managers who answer calls at 2 AM. The founders who turned personal hardship into purposeful action.

This year's guide is dedicated to them — and to the more than 50 non-profit and mission-driven organizations that are proud Santa Ana Chamber members, each one contributing to a city that refuses to leave anyone behind.

For more than 100 years, the Santa Ana Chamber of Commerce has stood alongside the institutions that make this city work — businesses, schools, city government, and the non-profit sector. We've always known that a thriving community isn't built by commerce alone. It takes all of us, pulling in the same direction.

The organizations featured in this guide represent billions of dollars in community investment, thousands of local jobs, and millions of lives touched. They are building affordable homes, expanding after-school programs, training the next generation workforce, preserving our cultural history, and protecting civil rights. They are, in every sense, the connective tissue of our city.

I am honored to represent a Chamber that stands alongside this community's best and brightest. I invite you to explore the philanthropic heart that keeps Santa Ana beating — and to find your own way to get involved.

    Blessings,
    David Elliott

    100+ Years Serving Santa Ana

The Santa Ana Chamber of Commerce has been a constant presence in the life of this city for more than a century. Founded when Santa Ana was still finding its footing as the seat of Orange County, the Chamber has grown alongside the city it serves — through economic booms and downturns, through demographic shifts and cultural awakenings, through pandemic and recovery.

Today, the Chamber serves as the connective tissue between the business community, civic institutions, non-profit organizations, and city government. Its mission is simple but essential: to create an environment where businesses and organizations can thrive, and where every member has access to the relationships, resources, and advocacy they need to succeed.

In 2026, that mission has taken on new dimensions. As Santa Ana's non-profit sector has grown into one of the most dynamic in Orange County, the Chamber has deepened its commitment to mission-driven organizations — recognizing that the line between commerce and community has never been more blurred, or more powerful.

Youthful Advantage Santa Ana has a substantially younger population than the rest of Orange County, with notably higher percentages of residents in the 15–24 and 25–34 age brackets. This positions the city as home to Orange County's future workforce, with significant opportunities for workforce development and targeted business growth.
Rising Educational Attainment Bachelor's degree holders in Santa Ana have grown from 9.1% to 12.3% — a trend reflecting broader investment in higher education among the city's younger generations.
Foreign-Born Population (2019–2023) 41.0% of residents were born outside the U.S. — 47% of the city's total population — with the majority originating from Mexico. This deep immigrant heritage shapes the cultural identity and entrepreneurial spirit of the city.
Multilingual Character 78.0% of persons aged 5 and older speak a language other than English at home. Spanish is by far the most common second language, making bilingual service delivery a baseline expectation for effective community engagement.
Workforce Pipeline The combination of a young demographic profile, rising educational attainment, and deep community ties makes Santa Ana a natural incubator for the next generation of Orange County's workforce — bilingual, culturally competent, and increasingly credentialed.

    The Philanthropic Heart
    of Orange County

Santa Ana is the operational nerve center of Orange County's non-profit sector — not because it has the most foundations per capita, but because it is home to the most active, community-facing, mission-driven organizations anywhere in the region. From billion-dollar workforce development giants to grassroots health promotoras working one household at a time, the philanthropic ecosystem of Santa Ana is a story of scale, purpose, and an unshakeable commitment to the people it serves.

    ↑ Contents

    Why Santa Ana?

The decision for a non-profit to establish its headquarters in Santa Ana is rarely arbitrary. It is driven by a precise confluence of geographic advantage, demographic necessity, and an overlapping ecosystem of civic and philanthropic partnerships that exists nowhere else in the county.

    The County Seat Advantage
Santa Ana serves as the county seat for Orange County, giving any organization headquartered here friction-free proximity to county government. Human service organizations, housing advocates, and public health initiatives require constant interaction with county entities — the Orange County Health Care Agency, the Board of Supervisors, the judicial courts, and the Department of Social Services. Establishing a base in Santa Ana dramatically reduces the logistical burden of bureaucratic navigation.

The city is also a major transportation hub, anchored by the Santa Ana Regional Transportation Center with immediate access to John Wayne Airport and all major arterial freeways. For organizations that operate on a statewide or national level, this matters enormously.

Santa Ana isn't just convenient for non-profits — it's essential. The county's most acute challenges and its seat of government exist within the same zip codes.

    Demographic Necessity and Service Proximity
A core tenet of effective social service delivery is proximity to the population in need. Santa Ana's demographic composition is distinctly different from the broader Orange County average. The city's population is 77.3% Hispanic/Latino, with 41% of all residents being foreign-born. Prior to the COVID-19 pandemic, 16.9% of Santa Ana residents were uninsured — more than twice the county average.

For organizations focused on health equity, immigrant rights, affordable housing, and youth development, Santa Ana provides immediate, walking-distance access to the communities they intend to serve.

    The Ecosystem Effect
Perhaps the most powerful reason non-profits choose Santa Ana is what happens when they arrive: they find each other. Organizations here don't operate in silos. They form coalitions, share referrals, co-develop housing projects, and advocate together. Santa Ana's density of non-profits functions as an informal, decentralized campus for social welfare — and that network effect makes every organization more powerful than it would be alone.

Orange County holds approximately 8% of California's non-profit organizations and 5% of the sector's total revenue. Statewide, the non-profit sector employs approximately 1.38 million people and generates more than $208.5 billion in annual revenues. Within the Los Angeles and Orange County metro area alone, non-profits earn more than $139 billion annually and control assets exceeding $363 billion.

What Santa Ana has — and what no other city in Orange County can match — is the volume and density of direct-service providers. These are the organizations that answer phones, serve meals, build homes, train workers, and walk neighborhoods.

The sector spans every dimension of community need: Housing & Homelessness, Education & Youth, Health Equity, Civic Engagement & Justice, and Arts, Culture & History.

Non-profits choose Santa Ana because it represents the authentic socio-economic nexus of Orange County — where the county's wealth disparity is most visible, and where intervention is most critical.

Non-Profits Driving Santa Ana's Economic Growth

    ↑ Contents

The non-profit sector is not a charity case propped up by donations — it is a major economic engine. In Santa Ana, mission-driven organizations employ thousands of residents, generate hundreds of millions in annual revenue, and circulate every dollar back into the local economy in ways that for-profit businesses simply cannot replicate.

    Non-Profits as Major Employers

Think Together alone attempted to hire 600 people per month during its recent expansion surge driven by California's AB 130 legislation. Goodwill of Orange County maintains a workforce of over 1,200 team members, many of whom are individuals who face significant barriers to traditional employment. Mercy House, Project Kinship, Orangewood Foundation, and Latino Health Access collectively represent thousands more jobs — most of them filled by Santa Ana residents who live, shop, and invest in the same neighborhoods they serve.

The multiplier effect of this employment is profound. Every dollar paid in wages to a non-profit employee in Santa Ana recirculates into local vendors, groceries, childcare, housing, and small businesses. The non-profit sector doesn't extract wealth from the community — it keeps it there.

    The State Funding Catalyst

California's AB 130 legislation, which appropriated $1.75 billion for universal expanded learning programs for high-need students, fundamentally altered the financial trajectory of educational non-profits. Think Together captured a historic share of this funding, scaling into the largest non-profit expanded learning organization in California — serving over 187,000 students across 608 school sites statewide.

The COVID-19 pandemic accelerated a parallel funding shift in public health. Latino Health Access saw its government funding increase 57-fold between 2018 and 2021. Prior to the pandemic, government contracts represented just 4% of LHA's revenue. At the height of COVID-19 response, government funding had grown to 60% of total revenue.

As pandemic-era relief dollars sunset, organizations now face the dual challenge of returning to leaner budgets while contending with community needs that remain elevated. Youth psychiatric hospitalizations in Orange County increased 66.8% during the pandemic years. The demand for mental health services, workforce retraining, and emergency housing has not declined — even as the emergency funding that supported the response begins to expire.

The non-profit sector in Santa Ana is navigating what funders call a "funding cliff" — the moment when extraordinary relief dollars disappear but extraordinary community need does not.

    Innovative Earned Revenue Models

Goodwill of Orange County pioneered ShopGoodwill.com, which has generated over $2 billion in e-commerce revenue since its founding. That revenue directly funds workforce development programs for individuals with disabilities and other barriers to employment — making retail sales an engine for social mobility.

Hope Builders Career Connections (Taller San Jose Hope Builders) operates as a non-profit staffing agency, generating over $2 million in business revenue while simultaneously providing transitional employment and mentorship to graduates of their workforce training programs. The double bottom line — revenue and mission — operates in the same transaction.

The Delhi Center generates sustainable revenue through facility rentals, safely hosting over 28,000 guests annually, while serving 32,000 to 42,000 community members through health, education, and financial stability programs. A unique land-use agreement with the City of Santa Ana ensures debt-free operational stability that most non-profits can only dream of.

The Frida Cinema sustains its mission through programming revenue, memberships, and event partnerships, supplemented by a landmark three-year, $450,000 investment from the City of Santa Ana to manage the DTSA First Saturday ArtWalk. The result is a cultural anchor that pays for itself while serving the community.
